Feasibility question regarding Ethernet gateway

Hey guys, a quick question for you please :
I've seen a lot of mention of how to build wireless gateways, but what I'm wanting to build I can't seem to find documentation for :
I want to create a wired Ethernet gateway for my Windows PC that will be able, via programming, to directly handle / filter each packet that goes out from my PC to the Internet. So think of it like a hardware version of Wireshark.
For example, if the gateway address of my router is 192.168.1.254 (typical) and I plug my arduino into my switch, let's say it pulls an IP address of 192.168.1.70. What I'd like to do is configure my PC to have 192.168.1.70 as its gateway, so that all my traffic gets pushed through the arduino before it gets to the net.
Is this feasible, has anyone done this already? All feedback is appreciated, thank you!
