Can vias and traces conduct electricity on PCB surface?

@antonio the vias and traces are made for conducting electricity! Do you mean the insulation material in between? Yes - offcourse. It depends on the space between and the amount of current in the trace/via. There are safety distances and regulations when you design a board with higher voltage.
