I apologize for my English but I am building the device on Atmega16 / 32 and the program compiles with errors. At atmega 164/324 and up there is no problem I know that the problem is probably in the registers if anyone could help me.

There is no official support for AVR chips smaller than the atmega328.
So it might be hard to find someone that can help with your specific issue with atmega 164/324
