So here lately I've had to remove and re-add sensors to Vera/Gateway many times because of my 'Lockup' Problem.

After performing a removal/re-add to Vera/Gateway I lose communication on an existing and established sensor node. This last time I lost communication with my attic Temp/Humid sensor based on the DHT22 (which has been running perfectly for at least 1 month)

A Power Cycle or Reset would not restart communication, when I plugged the programmer in, this is the serial msg I get.

As soon as the item in red pops up (new parent-0, d=1), the sensor starts works perfectly.

    Question:
Shouldn't this happen without having to connect the programmer in?

It looks like you turned off or move the repeater-node "1" which sensor "2" was communication through.
After a few missed messages it asked for a new parent and found the gateway node.

And yes it should happen without the "programmer".

@ServiceXp there is a known issue with finding a new parent in 1.4 which could cause it to take a long time to find a new parent. This is solved in development branch.
