Pull up resistor question

Below is the circuit for an HG7881 H-bridge dual motor controller. I'm going to try using this kind of circuit to control an articulated water valve. The pins IA and IB are connected to an Arduino. Setting one to high and the other to low controls the motor direction. If both pins have the same value (high or low), the motor is off.
My question is about the resistors connecting the input pins to VCC. I'm putting this circuit on a custom PCB and I'm wondering if I really need those resistors. If I set both Arduino pins to high as the "off" condition, isn't that the same thing as having the resistors?
